Yes, this is a pre-blended product which just requires the addition of water. Once cured the material will be resistant to weather conditions, however, the installer would need to be mindful of weather conditions during installation. For example, as you would expect with any cement based product it should not be installed in freezing conditions where the water added might be affected by the temperature.
